The advent of artificial intelligence (AI) is not just another technological advancement; it represents a fundamental shift in how organizations must approach skill development and organizational design for data, purpose, and ethics.


The Trilemma of Modern Business: Beyond Simple Ambidexterity

Throughout this series, we've traced the evolution of organizational approaches to data and purpose. Organizations today face a trilemma that challenges traditional notions of organizational ambidexterity:

  1. Data-Driven Efficiency: The imperative to leverage data and AI for operational excellence.

  2. Purpose-Driven Innovation: The need to align technological advancements with broader societal impact.

  3. Ethical Responsibility: Ensuring that AI and data practices adhere to ethical standards is crucial.

These imperatives raise profound "can we vs. should we" questions that organizations must confront:

  • Can we use AI to optimize workforce productivity, and should we consider the potential impact on employee well-being?

  • Can we leverage customer data to personalize services, and should we, given privacy concerns?

  • Can we implement AI in critical decision-making processes, and should we consider the potential for bias and the erosion of human judgment?

Recent research underscores the complexity of these challenges. The 2024 NewVantage Partners survey reveals a stark reality: while 92% of organizations report increasing investment in AI initiatives, only 24.4% have established a data-driven culture (NewVantage Partners, 2024). This gap highlights not just a technological challenge, but a profound cultural one.

The AI Imperative: A New Dimension of Complexity

The concept of organizational ambidexterity, long touted by management theorists, offers a potential framework for addressing this challenge. In the context of data culture, ambidexterity would mean leveraging data for operational efficiency while simultaneously using it to drive innovation and purpose-aligned initiatives. Achieving this balance is far from straightforward.

Most CDOs are not budgeted or resourced to improve an organization's data literacy skills, so achieving data-driven leadership remains an elusive aspiration for most. Many still face a potentially long road ahead, with less than half of respondents replying that they were competing on data and analytics–47.4%—and only 39.7% reported managing data as an enterprise business asset. Just barely over a quarter–26.5%—report that they have created a data-driven organization, and just 19.3% indicate that they have established a data culture.

The Myth of Separate Cultures

A critical misconception has emerged in recent years: the notion that "data culture" is somehow separate from overall organizational culture. This artificial division has led to the problematic idea of "two different cultural deliverables" – one owned by the Chief Data Officer (CDO) and another by the Chief Human Resources Officer (CHRO).

The CHRO as Architect of Ethical Ambidexterity

This brings us to a provocative conclusion: the CHRO must reclaim ownership of the overall cultural transformation, including data and AI ethics. While specific technical skills might be co-developed with the CDO and CTO, the broader cultural framework that enables ethical ambidexterity must be the purview of HR.

This reimagined role for the CHRO involves:

  1. Cultivating Ethical Intuition: Developing training programs that go beyond rote learning of ethical guidelines to foster the ability to navigate complex ethical dilemmas in real-time.

  3. Redefining Performance Metrics: Moving beyond traditional KPIs to develop nuanced performance evaluations that account for ethical decision-making and long-term societal impact.

  4. Fostering Transdisciplinary Fluency: Rather than aiming for universal data literacy, develop role-specific competencies that blend technical skills with ethical reasoning and domain expertise.

  5. Embedding Ethical Considerations: Ensuring that ethical implications are considered not as an afterthought but as a fundamental part of all decision-making processes, from product development to strategic planning.

Redefining the CDO and CIO Roles: From Data Managers to Strategic Enablers

As we've traced throughout this series, the roles of Chief Data Officer (CDO) and Chief Information Officer (CIO) have undergone significant evolution. Initially, CIOs were tasked with managing IT infrastructure and data assets. The rise of the CDO role in the 2010s was meant to bridge the gap between technical data management and strategic business leadership. However, as we've seen, CDOs have faced numerous challenges, many stemming from a lack of cultural support and unclear organizational positioning.

Now, as we enter an era where the CHRO takes a more central role in shaping the overall organizational culture, including data and AI ethics, the CDO and CIO roles must evolve once again. Their focus should shift from merely managing data and technology to strategically enabling the organization's ethical ambidexterity.

The CDO: From Data Governance to Data Enablement

The CDO role should transition from focusing primarily on data governance and management to becoming a key enabler of ethical data use across the organization. This new focus includes:

  1. Ethical Data Architecture: Designing data systems and processes that have ethical considerations built into their core, not added as an afterthought.

  2. Cross-Functional Collaboration: Working closely with the CHRO to ensure that data initiatives align with and support the broader organizational culture.
